WireGuard for Windows: Major Update and Account Unblocking

After a long hiatus, I'm thrilled to announce a significant update to our Windows client, featuring both the low-level WireGuardNT kernel driver and the higher-level WireGuard for Windows management software. This update introduces new features like the ability to remove individual allowed IPs without dropping packets and setting low MTUs on IPv4 connections. However, the most substantial improvements come from numerous bug fixes, performance enhancements, and a streamlined codebase, thanks to advancing our minimum supported Windows version. We've also updated our toolchain, including the EWDK, Clang/LLVM/MingW, and Go versions, leading to better performance and modernized code.

Despite extensive testing, including on outdated Windows versions, I encourage users to test the update and report any issues. The built-in updater should prompt users to update securely, but for immediate installation, our mini fetcher is available online.

I also want to address some confusion stemming from recent news articles about our account suspension with Microsoft. When we submitted the new NT kernel driver for signing, our account was temporarily suspended. This incident, which I initially mentioned on Hacker News and Twitter, was quickly resolved by Microsoft, dispelling any conspiracy theories. The suspension was merely a bureaucratic hiccup, and our account is now fully operational, allowing us to proceed with the update.
